It seems the issue was my Razer Tartarus Pro gaming keypad. The controller vibrations are working when I unplug the keypad. I suspect the problem is maybe that the keypad acts as a controller emulator - you can bind the gamepad keys to controller buttons and joystick axes. So it could seem that Horizon 5 is having issues
